For four days, a Chicago man emailed the city’s Office of Inspector General warning that he planned to kill his neighbor. On the fifth day, according to prosecutors, he did. And, incredibly, it happened almost a year after Chicago police failed to arrest him for allegedly shooting another neighbor outside the same South Side two-flat.
